For the<br \/>\npurposes of this specification, &#034;transmitter&#034; shall include any<br \/>\nnecessary output filter(s) that must be employed to meet any part<br \/>\nof this specification.<\/p>\n<p>This standard shares the purpose of 1, 3 and 4 by ensuring that<br \/>\na Forward Link Only transmitter can provide service in any system<br \/>\nthat meets the compatibility requirements of the aforementioned<br \/>\nreferences.<\/p>\n<p>Compatibility, as used in the connection with this standard and<br \/>\n1, 3 and 4, is understood to mean that any Forward Link Only<br \/>\ntransmitter is able to transmit multicast service information that<br \/>\ncan be received by any Forward Link Only device.
