The present document defines the interface between the UICC and
\nthe Mobile Equipment (ME), and mandatory ME procedures,
\nspecifically for CDMA Card Application Toolkit (CCAT).<\/p>\n
As stated in [1], the UICC refers to an ICC that supports a
\nNetwork Access Application. All references to UICC in [1] shall be
\ninterpreted as a card holding a network access application, i.e. an
\nR-UIM or CSIM, in this document.<\/p>\n
The present document refers in its majority to [1], which
\ndescribes the generic aspects of application toolkits within the
\nUICC. CCAT is a set of commands and procedures for use during the
\nnetwork operation phase of CDMA, in addition to those defined in
\n[13].<\/p>\n
Specifying the interface is needed to ensure interoperability
\nbetween a UICC and an ME independently of the respective
\nmanufacturers and operators.<\/p>\n
The present document defines for CDMA technology:<\/p>\n
– The commands;<\/p>\n
– The application protocol;<\/p>\n
– The mandatory requirements on the UICC and ME for each
\nprocedure.<\/p>\n
CCAT will allow Service Providers to offer unique services to
\ntheir subscribers by placing applications they have designed (or
\nthird party applications) on the UICC that would function on any
\nparticular manufacturer's ME that supports the Toolkit
\nfeatures.<\/p>\n
These requirements are expressed as additions to current release
\nof [1]. The composite CCAT specification is comprised of [1] and
\nthis ancillary document.<\/p>\n
The present document does not specify any aspects related to the
\nadministrative management phase. Any internal technical
\nrealizations of either the UICC or the ME are only specified where
\nthese reflect over the interface. The present document does not
\nspecify any of the security algorithms, which may be used.<\/p>\n
Within the context of the present document, the term "terminal"
\nused in [1] refers to the Mobile Equipment (ME).<\/p>\n
Within the context of the present document, the term "NAA" used
