This guideline was developed in response to a need expressed within the rail passenger vehicle industry to adopt a more consistent approach to the design and application of heating, ventilating, and air-conditioning systems in rail passenger vehicles that can be used as a basis for future designs. This need evolved from informal discussions among the rail vehicle industry’s operating, supply, and technical support members and several different professional committees that work to address rail passenger vehicle issues, including the American Public Transit Association (APTA), the American Society of Mechanical Engineers (ASME), and the Rail Transit Standards Committee (RTSC), a Division of the Institute of Electrical and Electronics Engineers (IEEE).
