This guide provides direction for assessing nonanalytic
\n(operational) system components of both clinical and public health
\ntesting that may be impaired or at risk of failure in various
\nnatural and man-made disasters. Although certain aspects of the
\nreport focus upon emergency operational challenges confronting
\nhospital-based laboratories, guidance for clinical laboratories
\nresiding in physicians' offices, medical centers, and reference
\n(independent) laboratories is also provided. With this document,
\nthese institutions have a framework to implement a team responsible
\nfor reviewing the infrastructures that support both clinical and
\npublic health laboratory testing and result reporting. System
\ncomponents that may be affected include:<\/p>\n

– test ordering and receipt by the laboratory\/phlebotomy
\nteam<\/p>\n

– patient specimen acquisition and identification<\/p>\n

– computer functions<\/p>\n

– specimen transportation to the laboratory<\/p>\n

– staffing<\/p>\n

– analysis<\/p>\n

– test result reporting<\/p>\n

– reagents and supplies<\/p>\n

– usual internal institutional partners for testing support<\/p>\n

– test referral, specimen packaging and transportation, and
\ncommunication to external reference laboratories<\/p>\n

– reporting tests of public health importance<\/p>\n

– transportation of isolates for public health testing<\/p>\n

– communication with the public health laboratory for
\nepidemiologic surveillance<\/p>\n
